摘要:
文中介绍了中介机构对爆破作业单位爆炸物品进行监管这一新型管理模式，对它的特点、依据和内容进行阐述，并以慈溪市为试点的经验探讨其可行性。实践表明对爆破作业单位爆炸物品管理引进中介服务机构管理可行，可有效防止爆破器材流失和减少爆破作业事故，符合“安全第一，预防为主，综合治理”的安全生产方针，可为公安机关制定防范措施和管理决策提供科学依据。
Abstract:
In this paper a new mode of safety management for industry explosive materials by intermediary institutions was introduced, its characteristics, basis and content were detailed described, and the feasibility was discussed based on the practical experience in Cixi. Practices confirmed the feasibility of supervision introducing of intermediary institutions to blasting company for the management of industry explosive materials. It can prevent the lost of explosive materials and cut down blasting accidents, meeting the safety policy of “safety first, precaution crucial, treatment comprehensive”, which provides scientific basis for public security organs to formulate the preventive measures and management decision.
